The author considers the problem of formation of reinforcement system increasing business activity and of development of such complicated open socioeconomic systems as town-forming research and production complexes of enterprises. He states that theoretical framework stemmed from systemic and synergetic approach take account of features and motives of research and manufacturing complexes’ business entities interaction and present research and methodological basis for composition of business mechanisms and of their development strategies.
