Peculiar Features of Non-State Higher Education’s Modern Stage of Development

The author considers current status of non-state higher education. The author did acknowledge the existence of a system of non-state universities and the formedness of the legal framework of their activities in Russia, designating non-state system of higher education as one of the important results of liberal reforms carried out in Russia. The author has identified main problems hindering the development of private universities’ system, pointing out their position as “stepdaughters” (legal, but not favorite offspring) of the entire Russian Federation education system. The author has suggested that it would be necessary to create conditions for the continued development of the non-state higher education system, revealing the imperatives of this development connecting the essence of the said system with concept of civil society and market economy.
