Close attention is paid to the problems of functioning of networks of intellectuals producing ideas for the urgent challenges of the modern world. The principles of functioning of networks of intellectuals and the creation of effective ideas for social changes have been clarified. The role of the subjects of social transformations, which, as a rule, are powerful actors, is emphasized. The interdependent nature of the functioning of modern societies has been determined. A working scheme is proposed that reflects the mechanism for selecting ideas implemented by subjects in programs of social transformations, and its description is also given.
