This article discusses the tools for organizing horizontal cooperation between companies in the cluster, allowing the innovations’ effective introduction and promotion. The authors consider in detail a model for the selection of partners in the formation of a network of horizontal cooperation on the basis of competence-based approach taking into account the synergies from the joint venture participants in the network, as well as the self-organization of a complex algorithm, which is based on the principles of self-evaluation, benchmarking and competition for quality. These tools enable companies to quickly respond to the changing environment, in consequence of the rapid exchange of successful experiences between the organizations in the cluster.
