In this work, it is stated that reforming the system of public administration for modern society and the state in accordance with the new needs of humankind is an actual theoretical and practical scientific task that needs qualitative elaboration. The author concludes that public administration can be modernized effectively and qualitatively with the help of theoretical and practical developments based on a phenomenological approach. It has been concluded that these developments can be used in the process of practical reform of the sphere of public administration, and they are able to significantly enrich the scientific literature devoted to this topic.
