The law regulating the civil service in the first half of the XVIII century — the «Table of Ranks» is considered. The hierarchy of passing ranks and obtaining a rank for military, civil and court service has been studied. The basic principles and requirements of the state for the nobility, in relation to the performance of public service, are revealed. It is noted that in the new Law, the principle of seniority has become the main and determining one and subordinated the priority of aristocracy. This Law had a progressive impact: the co-optation and rotation of political, administrative and military elites began; in addition, despite the strengthening of the autocrat’s power and the discontent of the old elites, the nobility gradually began to institutionalize as a single social and political force
