The author did suppose that socio-cultural phenomena and processes in the society influence civil service’s moral foundations formation. The author affirms that Russian State civil service activity innovation makes it possible to modernize the social and moral relationship system. The
author gives classification of socio-cultural factors being the driving force of system development and states their impact on social innovative process dynamics.
