The authors did expose the positive effects of cluster strategies in the region that lead to the active implementation of cluster strategy on the territory of Murmansk oblast, in the framework of the state policy on the reference zones implementation in the regions. They have shown which industrial sectors should be emphasized above all in the cluster projects and what structural changes in the region’s macro economy this will entail.
