The authors did underline a trend of modern Russian economy development in the direction of specialized localization: the creation of clusters. They have shown that this form of interaction, currently at the stage of formation, has a significant potential. To achieve a synergistic effect from the joint activities of such groups the authors did propose an algorithm to ensure the cluster enterprises’ compliance with the requirements of cooperation in the horizontal interaction network. The authors have given a scheme of an organization’s complex self-assessment as an instrument of continuous improvement of organization’s business processes. They have proved the links formation tools that they developed permit to respond early enough to changes in external environment, and consequently, to increase competitiveness.
