The article is devoted to aspects of organizational and financial support of the development program. The authors focus on the relevance of forming a cluster of potential innovation as the most effective organizational form of interaction among the development program participants and determine the possibilities of organizational and financial support for the creation and interaction of such micro clusters and the role of Innovative Technological Center in this process. The authors consider the aspects of the formation of the mechanism of organizational support for the development program with international participation and disclose the ways to achieve synergistic effect of international cooperation.
