The authors deal with the selection criteria of companies for clustering, issues of innovation-active enterprises identification and the criteria of their innovative activity management. The results of the research presented in the paper testify to the need to build a cluster of potential innovation (micro-cluster) aimed at solving a specific task of the Radio Electronic Branch Development Program. The identification of innovation-active companies for clustering is proposed to be implemented using the methodology of quantitative assessment of innovation activity based on the determination of partial indices of relative changes in its components, and also using the model of determining the difference in the functional potentials of partners.
