On Forming Innovative Multifunctional Culture Centers (“New Culture Centers”)

The authors consider the problems of state culture policy implementation in Russian Federation regions. They analyze the project of “new culture centers” formation in small and medium towns, disclosing purpose and objectives of innovative multifunctional culture centers activity.
The authors explore education, enlightenment, culture and arts interrelation as key factor for well-rounded, harmonious and creative personality formation. They have directed the institutions organizing learning and leisure activities to closely interact and have defined main directions, forms and methods of organizing young people leisure time.
