The author did expound the approach to formation of organizational and economic conditions allowing the creation of research and manufacturing complexes development boosting system. He disclosed the positive effect of purposefully created stimulating conditions on enterprises’ economic activity and noted in this regard the heightening of research and manufacturing complex business environment disequilibrium and motivation of its development processes. The author did specify the role of this approach in providing of research and methodology base for elaboration of national development programs for town-forming research and production complexes with various sectoral affiliation.
