The authors give a brief analysis of the current state of the collective security sphere from the perspective of the theory of active systems, i.e. taking into account the role of human factor in this field and the external factors effect on the molding of personality making decisions on concepts, forms and mechanisms of personal and public security. The authors did consider the role and the interaction of different management types, such as: institutional, motivational and information. They have laid down conditions of effective global security system building.
