The author notes that e-government implementation in Japan’s priority objectives were those of macro level, the essential of which was the country’s transformation into world absolute leader in the IT development field. He then states that electronic technologies introduction in Japan management’s ideology and practice corresponds
to the foreign policy imperatives. The author also stresses out that improving the quality, speed and efficiency of interaction between government and citizens is not accentuated as political goal but achieved as an intermediate task of introducing e-government.
