The authors did mark specific traits of modern era creating a role for national education questions. They did bring to light social functions of educational system in the new century. The authors did identify and analyze in detail the components of national idea having timeless nature, from the authors’ point of view, namely: patriotism, civic consciousness and nationhood. They have analyzed key aspects of the responsibility problem and have substantiated the transition to outstripping strategy of educational system development with due consideration of its ideological basis.
